{"id":24485,"date":"2017-03-07T00:00:00","date_gmt":"2017-03-07T05:00:00","guid":{"rendered":"https:\/\/demo.wwwebdesignstudios.com\/client05\/better-job-competency-models\/"},"modified":"2026-04-17T19:21:13","modified_gmt":"2026-04-17T23:21:13","slug":"better-job-competency-models","status":"publish","type":"post","link":"https:\/\/demo.wwwebdesignstudios.com\/client05\/better-job-competency-models\/","title":{"rendered":"Build Better Job Competency Models with Job Competence Assessment (JCA)"},"content":{"rendered":"<p><a href=\"https:\/\/workitect.com\/competency-models-consulting\/\"><br \/>\n<\/a>Many HR executives\u00a0are satisfied with\u00a0the competency models they have developed in their organization and about the impact those models have had on their HR practices and the organization as a whole.\u00a0Many say that they want to improve the models they have created, and some want to trash what they have done and start over, or build models for the first time.<\/p>\n<h2><strong>POPULAR MODEL-BUILDING PRACTICES<\/strong><\/h2>\n<p>For those who have already created models, when asked to describe the process they used, many HR professionals say that the models were created by:<\/p>\n<ol>\n<li>Interviewing the CEO, other executives, incumbents of the position being modeled and their managers and asking for their opinion as to the competencies required by employees to carry out the organization\u2019s strategic plan. The focus of the model is often on managers in the organization, and may be referred to as the leadership model.<\/li>\n<li>Collecting the same or similar information in a meeting or series of meetings or focus groups.<\/li>\n<li>Other means, such as card-sorting, surveys, computer selection, off-the shelf models, adaptations of job descriptions, self assessments by employees, etc.<\/li>\n<li>A combination of the above.<\/li>\n<\/ol>\n<p>Models created using these methods often achieve their intended purpose. Competencies are incorporated into performance management, selection, training, and other HR applications. But, they are \u201cbasic\u201d models. They, and the applications that are developed, are based on the opinions of various people about competencies required for specific jobs. They are not determined using a validated, research-based analysis of superior performers. There is a better way, a way that produces a far greater ROI for a model-building project<\/p>\n<h2><strong>A BETTER COMPETENCY MODEL \u2013 UNBIASED &amp; ACCURATE<\/strong><\/h2>\n<p>I believe that the best methodology for building job competency models is Job Competence Assessment (JCA), developed in the 1970\u2019s by Dr. David McClelland, a pioneer in motivation and competency research and testing at Harvard, and by consultants at McBer and Company.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-21150 size-fusion-600\" title=\"Behavioral Event Interviews\" src=\"https:\/\/demo.wwwebdesignstudios.com\/client05\/wp-content\/uploads\/2026\/04\/SR-Woman-Interview-600x247-1.png\" alt=\"Job Competence Assessment Interviews\" width=\"600\" height=\"247\" \/><\/p>\n<p>The modeling process starts with superior performers in a targeted job being identified, and then studied to identify the personal characteristics, skills, and knowledge that they possess that enables them to be superior performers. The methods used to collect data for the study, such as behavioral event interviews and expert panels, are designed to get beneath mere opinions about superior performance and superior performers. Since each organization has its own culture, mission, and ways of doing business, performance in one organization may require competencies that are different than those required in another organization. This is the reason that off-the-shelf models may not be useful.<\/p>\n<p>An adaptation of the JCA methodology is used in Workitect\u2019s <a href=\"https:\/\/workitect.com\/competency-models-consulting\/\">consulting practice<\/a> and is taught in our<a href=\"https:\/\/workitect.com\/competency-workshop\/building-competency-models-workshop\/\">\u00a0Building Competency Models<\/a> workshop.\u00a0JCA also influences the content of our products, including the <a href=\"https:\/\/workitect.com\/Products-and-Licenses\/comprehensive-competency-development-guide\/\">Competency Development Guide<\/a>,\u00a0<a href=\"https:\/\/workitect.com\/products-and-licenses\/competency-interview-process-guides\/\">Competency Interview Guides<\/a>, and <a href=\"https:\/\/workitect.com\/products-and-licenses\/workitect-competency-dictionary-license\/\">Competency Dictionary.<\/a>\u00a0A detailed description of the JCA methodology is provided in <a href=\"http:\/\/www.wiley.com\/WileyCDA\/WileyTitle\/productCd-047154809X.html\">Competence At Work<\/a>, a book by Spencer &amp; Spencer and on pages 5-7 of <a href=\"https:\/\/workitect.com\/PDF\/integrate-key-hr.pdf\">Integrating Key Human Resource Processes<\/a>, a 10-page booklet that describes competencies and how to create an integrated human resource system with applications for selection, succession planning, career pathing, performance management, and training.<\/p>\n<div id=\"item11\">\n<h2 id=\"item16\">Additional Tips On Building Better Models<\/h2>\n<p><span class=\"style8\">Changes in organizations and in the world of work over the past 30 years have affected the practice of competency modeling. These changes suggest that seven practical questions be asked and answered by human resource professionals and others who are planning to develop competency models in their organizations. <a href=\"https:\/\/workitect.com\/PDF\/key-questions-to-answer-before-building-competency-models.pdf\">(PDF)<\/a><\/span><\/p>\n<\/div>\n<p><em>In summary, JCA is an accurate, unbiased approach to predicting job performance and success.
